Well if it makes you feel any better, this is what I think will happen:
Dhumm battle will be a permanent, repeatable addition to UW.
The halloween quest is a one-shot bonus reward for doing this battle.
So, everyone should still be able to do the quest "content", albeit only a few will get "rich."

You have a VERY good point. Still, it seems a bit haphazard and sends a bad tone to the community. Im sure there were many people who didn't get the quest, and more like myself who only got it on a couple chars.

Good point. I like it. I agree it'd be kind of sneaky, but with this sort of stuff I guess you can't just say, "We're going to put in a new enemy and it's going to have X, Y and Z skills." People will be countering that before the enemy even exists.
Hmm. Food for thought. If that's the case, then this quest literally is a waiting game for them.
/ponder.

I'm confused as to the reasons why anyone would NOT take the quest on all the available chars as soon as it was available? Was it because they thought: "well, I will just abandon it and take it when I can actually do something, because I don't like clutter in my Quest Log."

I only found out from my brother - it turns out an hour or two before the Steward left - that the 5th quest could be taken by characters who hadn't done quests 1-4.
Since I didn't bother to do the running quests with my alts, it never occured to me at least that they'd all be eligible for the 5k 100 bag conclusion.

Because the Mad King's Steward told us himself, that he is leaving soon?
The quest is called "The Waiting Game". Big clue there. And then the Voice of Grenth tells you to "stand ready", and "We will summon you when the time comes".
I really have no sympathy for people who couldn't figure out that the Steward could very likely leave before the quest became "do-able". What do they want? Someone to hold their hand through everything? Have precise login messages instructing them to "do this, do that", so they can disengage brain and still have everything handed to them on a plate?

Not everyone uses the forums. Not everyone uses the wiki. ANd not everyone passes through Lion's Arch/Kamadan on a regular basis.
I've been playing in Factions, and would have had no idea about this quest had I not used the forum.

What's your point? Nobody needed wiki or forums to figure it out.
Everyone who was aware of Halloween (and Halloween was announced in the login messages), should have been able to stumble across the Mad King's Steward, with the big exclamation mark over his head. And take quests accordingly. And figure the whole thing out. And even if you couldn't, asking in public chat would have got your answer in seconds.

I was thinking the same thing. They claim to keep stats on all sorts of things, maybe the volume of people taking the quest had trailed off to the point where it was ok to remove. Pretty strange situation with this one all around I gotta say.

Well the steward had to leave eventually, maybe the whole point of the waiiting game was to make sure those who actaully attended halloween actually picked it up.
